In November 2007, a group of scholars from the Greater Horn region (Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan and Uganda) and from the diaspora with support from UNESCO established the Greater Horn Horizon Forum (GHHF).

The Forum has come at a time when the people of the region are confronted with some decisive and urgent challenges such as conflicts, poverty and identity problems. The Forum intends to interact with the communities of the region, soliciting their ideas and vision with the aim of forging common approaches in tackling their shared challenges and in charting a mutually beneficial future.
